Our take
Blind the Killer and they stay Blind for 20/25/30 seconds, and the perk also lets you rummage through an opened Chest once per Trial for a guaranteed basic Flashlight. The Chest use is spent for the whole match, and the Blindness only follows a blind that actually landed.
How to use it Suits a plan built around carrying a Flashlight, since the Blindness stretches one look into 20/25/30 seconds. The Chest rummage is worth saving for when you would not find one.
Best for Fixated belongs next to it, since both turn a successful blind into a real gap. Diversion and Overwhelming Presence fit when the Flashlight is the plan for the whole chase.
