Whenever you are blinded or Pallet-stunned, you are granted 1% Haste Status Effect for each Token this perk has for 13 seconds.
This perk has a cool-down of 30/25/20 seconds after being blinded or Pallet-stunned.

Our take
Each Token on the perk turns into 1% Haste for 13 seconds the moment you are blinded or Pallet-stunned. It is a reward for losing ground rather than a gain you control, and it only refreshes after a 30/25/20 second cool-down.
How to use it Bank Tokens early, then spend the Haste on the loop right after a stun. Nothing happens if you are never blinded or Pallet-stunned.
Best for Hex: Scared to Death is built for the same blind, since it punishes Survivors for exactly that. Silent Shadow and Scourge Hook: Pain Resonance round out a loadout that leans on Hooks.
