Our take
Putting any Survivor into the Dying State inflicts a -20% Hindered Status Effect for 10 seconds on every other Survivor within 16 metres of them. The reach is tight, and a cool-down of 40/35/30 seconds means repeated downs in the same spot only land once.
How to use it It earns its slot on downs that happen with survivors grouped, because the radius is only 16 metres. A team that scatters the moment someone goes down will be outside it.
Best for It is a debuff aimed at rescue attempts, so build it around Kindred, For the People or Better Together, which bring people together at a hook. The right pick is a killer whose target is the rescue, not the down.
