Our take
Genetic Limits hits any Survivor who loses a Health State with the Exhausted Status Effect for 6/7/8 seconds. It costs you nothing and needs no setup, but the window is short and it fires on the loss of a Health State rather than on a hit, so damage that does not cost health does nothing.
How to use it It pays off against teams that rely on their own recovery to undo damage. It does very little to a team that treats losing a Health State as routine.
Best for It undermines the same recovery plans as Self-Care, Second Wind, Botany Knowledge and Hope, the perks built around an Injured state being temporary. The right pick is a killer happy to trade a big number for constant chip damage.
